No authorisation is required to hold a quantity of festive fireworks of up to 1 kg of pyrotechnic gunpowder.
Retailers
Holding festive fireworks requires a storage permit. In this case, it concerns a type E storage space for small traders.
The category of storage space is determined by the total quantity of pyrotechnic gunpowder contained in the fireworks:
- category 1 storage space for over 25 kg less than 150 kg;
- category 2 storage space for less than 25 kg.
Retailers may store festive fireworks in their shops up to a value of 4 kg of pyrotechnic gunpowder. The items must be packed according to regulations and stored in a locked cabinet. These quantities are included in the quantities fixed by the storage permit.
Above 4 kg, festive fireworks must be stored in a separate area that is not accessible to the public.

Administrative procedure
The permit for a category 2 storage space is granted by the Municipal Executive on the basis of a recommendation from the Safety Regulation Service of the General-Directorate for Quality and Safety of the FPS Economy. The permit application must be submitted to the Municipal Executive in compliance with the provisions of Articles 9 to 33, 212, 251 and 262 of the General Regulations on Explosives.
The application must state the following:
- surname, first name, status and residential address of requester;
- the nature of the premises, the purpose of the operation;
- the nature and quantity of the products to be stored.
The application must be accompanied by a plan, in triplicate, drawn up at a scale of at least 5 mm per metre, indicating the layout of the premises where the storage facility is to be located.
The permit for a category 1 storage space will be granted by the Municipal Executive on the basis of a recommendation from the Safety Regulation Service of the General-Directorate for Quality and Safety of the FPS Economy. In this case, the permit will be accompanied by an excerpt from the cadastral map showing a radius of one hundred metres of the perimeter of the location.
