You need an permit to transport explosives by road, rail or water. This permit is issued by the department of Safety Regulation at the FPS Economy. This provision does not apply to festive, technical or signalisation fireworks, nor safety ammunition.
You also need permit to transport explosives by air. This is issued by the department of Safety Regulation, with agreement from the minister with authority for the Directorate-General Aviation.
Requesting a transport permit
The following 4 steps should be followed when requesting a transport permit:

- complete the form
- attach the required documents
- send all documents 8 days before the planned departure of the shipment to the department of Safety Regulation, via explo@economie.fgov.be
You will receive the decision either authorising or refusing the transport from the department of Safety Regulation within 4 days.

Standard conditions applicable to transport
Every transport permit issued by the department of Safety Regulation is accompanied by one of the following sets of standard conditions:
