Regulations set out that only safe products and services may be placed on the market. Therefore, a product or service shall not pose a risk to the user if they use the product under normal or foreseeable circumstances.
An dangerous product that is withdrawn from the market in one European country may continue to be sold in another European country for some time if there is no exchange of information between these countries. To facilitate a rapid exchange of information on hazardous products, there is the Rapex warning system.
There is another database containing information on product safety, namely ICSMS. A large section of this database is only accessible to authorities but a list of banned products can be accessed freely.
