Safety of Children's Carriages

In April 2022, the European Commission launched a control campaign (CASP 2022) to assess the compliance and safety of children's carriages (strollers and prams) present on the European market. The main goal was to ensure that non-compliant and/or dangerous products were taken off the market.

Belgium participated in this campaign and published its results in a report. This report also contains some tips and recommendations for manufacturers.

Advice to Manufacturers

• Only manufacture or import safe products. Babies' safety must be the top priority.
• Comply with all legal requirements. Ensure that the products meet the general safety obligation.
• Know the products you sell. Be aware of the safety requirements applicable to your products.
• Ensure that the instructions for use provided with the products are accurate, clearly illustrated and available in the language(s) of the country of sale.
• Traceability of products is a mandatory requirement. Children's carriages must be marked with a reference number, batch, serial or model number or any other marking allowing them to be identified.
• Follow safety standards! A product is presumed safe when it complies with standards published in the Official Journal of the European Union for the hazards covered by that standard. If they are not referenced, they can nevertheless be used to assess compliance with the general safety obligation. If there is no specific standard for a product, assess the risks associated with it and use relevant requirements from existing standards.
• Anticipate possible product recalls. Clearly explain to consumers how they can register their products in order to receive information about possible recall actions. Ensure that recall notices are clear and accessible.
• Find out about upcoming legislative changes:  Regulation (EU) 2023/988 on general product safety will replace the EU General Product Safety Directive. The new regulation applies since December 13, 2024.
