The model approval is intended to verify the conformity of equipment (a measuring instrument) to the relevant regulatory requirements.
The regulatory requirements are laid down in Royal Decrees which, in some cases, are the transposition of European directives.
The objective is to verify, through tests and checks, that the proposed prototype fulfils these requirements prior to placing equipment on the market for serial production based on the evaluated prototype.
National model approvals
For measuring instruments not covered by a European directive (non-harmonised regulations), only the Model Approvals Department is authorised to issue model approvals; these national approvals are only valid on the Belgian territory. National approvals issued by other countries are not automatically accepted but can sometimes serve as a basis for issuing Belgian national approvals.
The instruments concerned are mainly:
- speedometers, including radars, red light cameras (RD of 12 October 2010)
- breath testing devices and breath analysis devices (RD of 21 April 2007).
European model approvals
Model approvals for instruments covered by a directive may only be issued by European notified bodies. You can find the list of notified bodies and their field of activity on the European Commission's NANDO website.
The measuring instruments concerned are:
- water meters (RD of 15 April 2016 on measuring instruments: Annex III (MI-001));
- gas meters and volume conversion devices (RD of 15 April 2016: Annex IV (MI-002));
- active electrical energy meters (RD of 15 April 2016: Annex V (MI-003));
- thermal energy meters (RD of 15 April 2016: Annex VI (MI-004));
- measuring systems for the continuous and dynamic measurement of quantities of liquids other than water (RD of 15 April 2016: Annex VII (MI-005));
- automatic weighing instruments (RD of 15 April 2016: Annex VIII (MI-006));
- taximeters (RD of 15 April 2016: Annex IX (MI-007));
- material measures (RD of 15 April 2016: Annex X (MI-008));
- dimensional measuring instruments (RD of 15 April 2016: Annex XI (MI-009));
- exhaust gas analysers (RD of 15 April 2016: Annex XII (MI-10));
- non-automatic weighing instruments (RD of 12 April 2016).
