The Broadband Competence Office's (BCO) knowledge centre offers a wide range of tools and resources. This includes comprehensive regulations and guidelines, reports, and useful links to external resources and partners. These resources are designed to support stakeholders in navigating the complex world of broadband technology and policy, as well as providing them with the most up-to-date and relevant information.
BCO Resources for Regulations
The BCO provides a complete overview of the necessary permits, authorisations and consultations that are required for the roll-out of broadband in Belgium. For each of the three regions, you can visit these pages, but please note that these pages are only available in Dutch and French, for detailed information on
- environmental permits,
- urban planning permits,
- signaling permits,
- works permits,
- public road use permits, and
- the cable and pipeline information portal.
Public Infrastructure Database
The Public Infrastructure Database of the Broadband Competence Office was set up in response to recommendations from the European Connectivity Toolbox. This Connectivity Toolbox is a collection of best practices for the timely roll-out of 5G and high-speed broadband internet.
The database contains information from entities of the various public infrastructures in the three regions of the country. This makes it easier for network operators to access public infrastructures and supports them in planning and implementing their infrastructure.

Conferences
As part of its digital strategy, the European Union aims to make Europe the most connected continent by 2030. This means broadband coverage for every European household by 2025 and gigabit connectivity for all households by 2030. To achieve the objectives, dialogue and action on connectivity are crucial.
The roll-out of fiber optic networks in Belgium has exposed several challenges and differences between entities. To address these, the BCO organised three conferences in Brussels, Wallonia and Flanders in November 2023.
The conferences focused on:
- Raising awareness about the broadband challenges.
- Strengthening the cooperation between municipalities and operators.
- Sharing best practices.
