Exception for public lending and its remuneration

The law allows libraries and media libraries to lend works for educational and cultural purposes, provided that certain conditions are fulfilled.

As a compensation for this possibility, a remuneration is due to authors, publishers, performers and/or producers.

The remuneration is a fixed sum determined by the King and is made up of two elements:

• a fixed remuneration based on the collections of lending institutions;
• a proportional remuneration based on the number of loans made by the lending institutions.
