The law of 3 July 2005 on the rights of volunteers imposes a new liability regime and insurance obligation on organisations working with volunteers as of 1 January 2007.

In addition to these federal regulations, there are decrees of the Flemish Region which make it compulsory for organisations working with volunteers to take out insurance.

The law on volunteering also provides for the possibility for other authorities, particularly provincial authorities, to offer group insurance that is broader than that offered by the federal authorities or at a more advantageous price. As such, the group policy proposed by the provinces and subsidised by the national lottery is primarily intended for the temporary or occasional activities of associations. In concrete terms, organisations working with volunteers must register and apply for accreditation with their province or municipality.

Organisations working with volunteers who do not fall under the new insurance obligations may also take out the insurance.
