    Regulation (EU) 2024/3110 on construction products introduces the use of a Digital Product Passport (DPP), equivalent to that provided for in the European ecodesign regulations. The DPP will become an essential tool for providing information about the performance, sustainability and conformity of construction products within the European Union. It aims to increase transparency, reduce administrative burdens and improve product traceability.

    What is the Digital Product Passport for construction products?

    The Digital Product Passport is designed to record all relevant information about a construction product in a standardised and digitally accessible format.

    The DPP helps manufacturers, construction professionals and regulatory authorities to easily consult essential product data, such as technical specifications, environmental performance and declarations of conformity. 

    The DPP contributes to sustainability and circularity within the construction sector. It helps to improve management, reuse and recycling of construction materials. The DPP allows to reduce the environmental impact of construction products and supports the transition towards a circular economy.

    Content of the Digital Product Passport for construction products

    The Digital Product Passport for construction products shall include the following information:

    • the declaration of performance and conformity
    • general product information, instructions of use and safety information
    • technical documentation and labelling
    • unique identifiers and data carriers of key parts

    Features of the Digital Product Passport for construction products

    The DPP for construction products must meet the following essential requirements:

    • Accessibility
      • The DPP shall be accessible by electronic means via the specified data carrier.
      • The DPP shall be available free of charge to all economic operators, customers, users and authorities via the data carrier.
         
    • Availability and safety
      • The DPP shall be available for an established period, including after an insolvency or a cessation of activity by the manufacturer.
      • The integrity and security of data must be guaranteed.
      • Trade secrets and intellectual property rights must be protected.
         
    • Use in the value chain
      • The DPP must ensure that all actors in the value chain have easy access to relevant information from the value chain.
      • The DPP improves traceability and verification of product conformity in the entire value chain.

    Making the Digital Product Passport for construction products available

    The European Commission is currently developing the terms and conditions for the Digital Product Passport. Once the modalities are established, the Commission will draft a delegated act to supplement Regulation (EU) 2024/3110. Within 18 months of the entry into force of the delegated act, manufacturers will have to make the Digital Product Passport available via the digital passport system for construction.

    Manufacturers, importers and distributors are advised to closely monitor the developments regarding the DPP and to start preparing its integration into their processes in a timely manner.
