    How to request a technical file?

    For monitoring compliance with the law of 31 july 2023, the "registry for renewable energy in transport" was developed. In this IT tool, technical files can also be requested under the ‘Technical files’ module. Access to this module is free and can be done without a paid account.

    To act as declarant of a technical file, you must, in accordance with the terms in the royal decree of 14 December 2023 on the technical files:

    • be able to assume all responsibility for the biofuel or motor fuel in question until the transfer of ownership
    • be a natural or legal person established in Belgium
    • be the sole declarant for the biofuel in question from the producer in question

    All information that needs to be provided for an application for a technical dossier is described in Articles 3 and 4 (Category B and C) and Articles 6 and 7 (Category D and E) of the aforementioned Royal Decree. You can use the templates available at the bottom of this page for this purpose. The documents should be uploaded to the register in PDF format.

    You will be asked successively the following information in the IT tool:

    • Producer information.
    • General information for the application (category, type of fuel, ...).
      • All requested info regarding the renewable fuel and its feedstock can be added here in pdf format.
    • A list of all biomasses for which approval is requested to belong to the technical dossier, according to the designations
    • A list of all production sites.
      • All requested info regarding the production sites can be added here in pdf format per production site.

    How is the request for technical file processed?

    The procedure by which the application is processed into a technical file is also described in the Royal Decree of 14 December 2023.

    Within two months of receiving the application, the Directorate-General for Energy will communicate whether or not the file is admissible. The actual examination of the file may take six months from the date on which the admissibility of the file is communicated to the declarant, including seeking the opinion of the Directorate-General for the Environment and obtaining final approval from the Minister for Energy.

    If the examination of the file makes it necessary, the file evaluation period may be extended by a maximum of two months to obtain and process additional information.
