Competition between a large number of participants brings unquestionable advantages in terms of finance, quality and innovation.
The Procurement Department is therefore working in order to increase access to its public procurement markets through a variety of means:
- it favours procedures with advertisement, even in cases where the legislation allows the simple use of the negotiated procedure;
- it designs the selection criteria in such a way as to allow as many people as possible to respond to the contract notice;
- it draws up the award criteria in such a way as to facilitate the submission of innovative and creative projects;
- in the same spirit, it authorises subcontracting.
