The market economy system is the one which currently seems the most efficient and is the best indicator of whether liberty is being promoted. However, all economic players are not equal. Competition is not always a synonym for protection of the general interest. It is therefore legitimate and relevant to draw up legislation in order to fully monitor the market and make it more balanced.

Drawing up a normative framework to stimulate innovation and the knowledge economy
The FPS Economy is leading a Round Table on the evaluation and modernisation of economic legislation, in accordance with economic challenges, national priorities and European obligations.
But it is also clear that any major player in the goods and services market justifiably expects real legal protections. This legal security requires an irreproachable quality of regulations, exempt from any fundamental or structural defects, contradictions or confusion regarding interpretation. The regulations must be understandable to those to whom it applies. Texts which have been modified must be consolidated systematically. Administrative comments can also be very useful. The distribution of annotated codes, on paper or in digital form, including the legal text, administrative comments and a snapshot of relevant jurisprudence, would help the average citizen to understand these laws. A more ambitious goal which must be undertaken is that of codification.
The FPS Economy does not limit itself to a curative and reactive regulatory policy which only intervenes whenever major defects or problems are pointed out by the public. It also carries out policies proactively based on observation of the market. As part of this work, to ensure a permanently stable and sustainable market, close dialogue must be organised within the FPS Economy between regulatory authorities and specialists with knowledge of the market.
As part of its regulatory mission, the FPS Economy must contribute to the creation of legislation which is favourable to the emergence of new economic sectors such as communication and information technologies as well as the digital economy.
Therefore, close attention must be paid to the innovation sector. Legislation must not be a hindrance to innovation. Intellectual property, a strategic element to the development of business, is an essential lever when it comes to innovation. Promoting intellectual property requires legislation which is modern, well-designed, which integrates all international and European developments and which takes into account any national particularities.
